Urano comes from a fazbear-esque location that serves as a planetarium and museum of sorts. Although they don't serve pizza here, they do have many attractions and animatronics that mimic the planets, moons and stars found in solar systems across the universe.
Urano is based on the planet Uranus (and boy do the kids remind him of that) so he can be seen near the Uranus exibit teaching kids about the planet and surrounding stars. Uranus has no moons, so Urano has no moon animatronic friend following him around. However he has stars and you may see a small one float near him sometimes. He calls her "little star" of course.
